Solar Panel Grants Bedfordshire: What You Can Actually Get
What exists in Bedford Borough, Central Bedfordshire and Luton, who each route is for, and the VAT saving every home installation gets.
HIES Consumer Code member · NAPIT registered · MCS certified · Trustpilot reviewed
Solar panel grants in Bedfordshire exist, but they are narrower than the word “grant” suggests. There is no general grant for solar on a home in Bedford Borough, Central Bedfordshire or Luton, and nobody can honestly promise a fully funded system without asking about your income, your home’s EPC rating and who owns it. What does exist is real: an income-linked grant with a queue in every council area, an energy company scheme that ends on 31 December 2026, a lower-interest loan, a group-buy with no round open, and a 0% VAT rate on every residential installation.
We are an installer, not a grant body. Home Comfort Enterprises (HCE) does not deliver any of these schemes: a grant decision belongs to Central Bedfordshire Council, the Warmer Homes consortium or the scheme itself. Each route below is set out as its own source described it on 15 October 2026, alongside our main solar panels Bedfordshire page.
Quick answer
Solar panel grants in Bedfordshire, in short:
- No general grant pays for solar on an ordinary Bedfordshire home; the funded routes are income-linked, and the Warm Homes: Local Grant has a queue in every council area
- Switch Together (formerly Solar Together) was not active in Bedford, Central Bedfordshire or Luton on 15 October 2026; no round dates are published
- Central Bedfordshire’s Warm Homes: Local Grant (£1,000,000, 2025 to 2028) serves postcode-eligible households first; checker sign-ups wait until later in the scheme
- Bedford Borough and Luton sit in the Portsmouth-led Warmer Homes consortium, which says it is oversubscribed and runs a waiting list
- ECO4 is income-linked and runs until 31 December 2026; the Warm Homes Loan Scheme is lower-interest borrowing, not a grant
- 0% VAT applies to every residential solar panel and battery installation in Bedfordshire until 31 March 2027, then 5% from 1 April 2027

Who Bedfordshire’s funded routes are written for
For the Warm Homes: Local Grant, which Central Bedfordshire Council and the Warmer Homes consortium deliver locally, GOV.UK sets the national gate. England only. The home must be privately owned (by you or your landlord) with an EPC of D, E, F or G. Household income must usually be £36,000 a year or less; above that you might still be eligible if you live in a certain postcode area or someone in the household gets certain benefits. If you are eligible and your council has funding available, it arranges a home survey; GOV.UK says the council will usually contact you within 10 working days. Suggested improvements can include solar panels. In Bedfordshire, the queues set out below decide when anyone actually gets in touch.
Ownership is part of the test, not just income. At the 2021 Census, 16.3% of Bedford Borough households, 13.3% in Central Bedfordshire and 16.4% in Luton rented from a social landlord. GOV.UK’s wording is a home privately owned by you or your landlord, and we read that as not covering social housing: if you rent from a social landlord, ask them about improvements instead. A privately rented home can qualify, and Luton has the highest private-rented share of the three at 29.0%.
Solar Together in Bedfordshire: a group-buy, not a grant
Solar Together Bedfordshire has been run by iChoosr Ltd, a group-buying specialist, with Central Bedfordshire, Bedford Borough and Luton Borough councils. Registration was free, with no obligation, and the scheme offered panels and batteries at a group-bought price that the household still paid. In 2022 and 2023, more than 2,000 Bedfordshire residents registered and nearly 900 homeowners accepted an offer. The 2025 round took registrations from 31 March 2025 to 11 July 2025.
Solar Together is now Switch Together. On 15 October 2026 its Bedford, Central Bedfordshire and Luton solar pages all said it was not active in the area and invited residents to register interest for the next scheme. No 2026 Bedfordshire round dates are published. If a Bedfordshire round reopens, compare its offer line by line against a survey quote for the same roof, as our guide to what is in a solar quote, line by line sets out.
The Warm Homes: Local Grant in Bedfordshire, council by council
Bedfordshire’s three council areas deliver this grant in two different ways: Central Bedfordshire on its own, Bedford Borough and Luton through a consortium.
Central Bedfordshire. GOV.UK lists Central Bedfordshire as funded in its own right, with an allocation of £1,000,000, and the council says the work is arranged through it, for a scheme running 2025 to 2028. Solar panels are among the improvements the grant can pay for, and eligible households do not have to contribute to the cost of approved upgrades. Then comes the queue. Pathway 1: households that qualify automatically through their postcode, contacted directly as funds and resources allow. Pathway 2: low income shown through approved proxy criteria. Pathway 3: gross annual household income of £36,000 or less, with income evidence. Funds are targeted at Pathway 1 first; Pathway 2 and 3 households only get funds if Pathway 1 take-up is not sufficient. Interest registered through the eligibility checker (the council links to GOV.UK’s apply page) will not be considered until later in the scheme, towards the end of 2027 into 2028.
Bedford Borough. Bedford Borough Council has joined a consortium of local authorities, and you cannot apply to the council directly. Residents register interest with Warmer Homes, the consortium led by Portsmouth City Council, which says it is oversubscribed; the council’s page also notes a waiting list because of high demand.
Luton. GOV.UK lists Luton as a consortium member under Portsmouth, and Warmer Homes includes Luton among its local authority partners. Luton Borough Council’s own energy grants page does not mention the Warm Homes: Local Grant, so for Luton households the starting point is the GOV.UK Warm Homes: Local Grant checker, not a council process.
ECO4 and the Warm Homes Loan for Bedfordshire homes
ECO4 applies to measures installed from 1 April 2022 and runs until 31 December 2026, after a nine-month extension. It is income-linked, not a general offer. In Luton, the council’s energy grants page lists ECO4 installers registered with the council: check a name there first.
The other government route is borrowing, through the Warm Homes Loan Scheme. Government-backed loans through participating lenders: loan caps of £15,000 for solar PV and £15,000 for an electrical storage battery; government pays lenders a grant of up to 20% of the loan to reduce it; installers must be MCS-certified. The rules describe an initial consumer launch phase from September 2026. That makes it a lower-interest loan, not a free one; check GOV.UK for participating lenders. Central Bedfordshire Council’s Affordable Warmth Assistance loan is a different thing: a council loan of up to £5,000 to remedy fuel poverty or energy inefficiency, repayable in full if the home is sold or transferred within 10 years. Its page does not name solar panels, so do not plan an array around it.

0% VAT and export payments on Bedfordshire installations
One saving needs no application and no income test. HMRC VAT Notice 708/6 puts residential installations of solar panels and batteries at 0% VAT until 31 March 2027, then 5% from 1 April 2027. Electrical storage batteries installed in homes are zero-rated from 1 February 2024, including standalone batteries and retrofits. It applies equally to a Switch Together offer, if a Bedfordshire round reopens, and to an independent quote. Our guide to VAT on solar panels and batteries covers the edge cases.
Export payments are not a grant either. Smart Export Guarantee rates, contract length and terms are set by each licensed supplier and must always be above zero. Payments use export meter readings. How much a Bedfordshire roof exports depends on what it makes and what you use at home: PVGIS puts an unshaded, due-south roof in Bedford at about 3,999 kWh a year from 4 kWp (about 1,000 kWh per kWp), year-to-year variation about ±158 kWh. Export payments need an MCS-certified installation; HCE is MCS-certified for solar PV and battery storage, with certification held via NAPIT (member 73495).
Grant offers in Bedfordshire: what to check first
If a caller, leaflet or advert offers “free solar panels” to a Bedfordshire home, read it as “no upfront cost for eligible households, with criteria”. The funded routes here are income-linked: the Warm Homes: Local Grant, through Central Bedfordshire Council or Warmer Homes, and ECO4 until 31 December 2026. Luton Borough Council publishes an energy grant checklist for checking that a company offering a grant scheme is genuine, and not a scam or a rogue trader, before you sign up.
- Ask which scheme is paying, by name. “A government scheme” is not an answer.
- The grant queue is not an installer’s. Central Bedfordshire Council contacts Pathway 1 households directly, and Bedford Borough residents register with Warmer Homes themselves. An installer cannot sell you a place.
- Check the installer’s registers. We are NAPIT member 73495 and HIES Consumer Code member HCE/A/1392.
What a Bedfordshire roof earns without a grant
Without a grant, the sums start with light. Long-term averages show about 1,568 hours of sunshine a year at the Met Office Bedford station (1991–2020), against about 1,403 for the UK as a whole. For an unshaded roof at 4 kWp, 35° tilt, due south, 14% system losses, building-mounted, PVGIS 5.3 (European Commission Joint Research Centre) gives about 3,999 kWh a year in Bedford, 3,971 in Luton, 3,962 in Dunstable, 3,948 in Leighton Buzzard and 4,007 in Biggleswade. By our arithmetic the spread across those five towns is about 59 kWh, smaller than the year-to-year variation at any one of them (±154 to ±166 kWh), so roof direction and shade matter far more than which town you live in.
On cost, the national anchor is the Energy Saving Trust’s: a typical 4.5 kWp system of around 12 panels costs around £7,600 installed (updated 27 August 2026). That is a UK figure, not our price, which comes from a survey. What moves it locally is on solar panel cost in Bedfordshire, and with 29 conservation areas in Bedford Borough and 5 in Luton, our guide to planning permission for solar panels in Bedfordshire is worth reading before a survey.
On the public record, two Checkatrade reviews posted on 24 July 2024 and 26 July 2024 give an LU6 (Dunstable area) job location, one for solar panels with batteries and one for solar panels. The battery systems in our own job photos are EnSmart and Hanchu.

Solar panel grants in Bedfordshire: your questions
Are "free solar panels" offers in Bedfordshire genuine?
Only as an income-linked scheme with criteria. The income-linked routes in Bedfordshire are the Warm Homes: Local Grant, through Central Bedfordshire Council or the Warmer Homes consortium for Bedford Borough and Luton, and ECO4 until 31 December 2026. An offer that skips the questions about income, benefits and your home's EPC rating is selling something.
Is Solar Together open in Bedfordshire?
Not at the moment. Solar Together now trades as Switch Together, and on 15 October 2026 its Bedford, Central Bedfordshire and Luton pages all said it was not active in the area, inviting residents to register interest. No Bedfordshire round dates are published. It is a group-buy, not a grant: you still pay for the system, at a pooled price.
How do Bedford and Luton households apply for the Warm Homes: Local Grant?
Not through the council. Bedford Borough residents register interest with Warmer Homes, the Portsmouth-led consortium, which says it is oversubscribed. Luton is in the same consortium, and its council’s energy grants page does not mention the grant, so Luton households start with GOV.UK’s Warm Homes: Local Grant checker.
Is there VAT on solar panels and batteries in Bedfordshire?
Not on a residential installation at present: 0% until 31 March 2027, then 5% from 1 April 2027, under HMRC VAT Notice 708/6. It applies to every Bedfordshire household without an application, whether the system comes through a Switch Together round or an independent quote.
