Mitcham fills the south-east corner of the London Borough of Merton, with the 460 acres of Mitcham Common on one flank and the River Wandle on the other. The Common has been in the hands of a Board of Conservators since the Metropolitan Commons (Mitcham) Supplemental Act 1891, and the Cricket Green at the heart of the old village has hosted cricket from as early as 1707 by Merton's own conservation appraisal — at least 1685 by the club's own account, which says there is good evidence it is the oldest continuously used cricket ground in the world. The honest starting point is that Mitcham's roofs are not Wimbledon's or Sutton's. Across the six Mitcham wards at the 2021 Census, 39.9% of households live in terraced houses and another 30.4% in purpose-built flats; semi-detached homes are 17.2% and detached houses under 5%. Just under half of households own their home, so for many residents the first conversation is with a landlord or housing association rather than an installer. Solar is now being built in from new at Eastfields, where Clarion says all 77 homes in its current phase will be fossil-fuel-free with air source heat pumps and photovoltaic panels — but that tells you nothing about whether panels make sense on your existing roof. Establishing that is what an honest solar panel survey is for, and if the answer for your house is no, that is the answer you will get.
Solar on Mitcham's housing
Set Mitcham's numbers against the borough and the difference is stark. Aggregating the Cricket Green, Figge's Marsh, Graveney, Lavender Fields, Longthornton and Pollards Hill wards — 24,919 households — Census 2021 puts terraced homes at 39.9% (9,948 households) against 35.7% for Merton as a whole, purpose-built flats at 30.4% (7,584) against 28.4%, semis at 17.2% and detached houses at just 4.6%. The conservation appraisal describes two- and three-storey terraces on narrow plots along the northern side of Church Road, Mitcham Garden Village laid out on garden-village principles with cottages grouped in pairs or fours, and Glebe Court's predominantly six-storey flat blocks interspersed with bungalows; outside the conservation area, the Phipps Bridge Estate is the largest council housing project in Mitcham. In practice a terrace usually offers one usable slope and a smaller array than the typical twelve-panel system the Energy Saving Trust describes, and a flat means freeholder or housing-association consent before design even starts. Tenure shapes the conversation too: 49.2% of Mitcham households own their home (21.1% outright, 28.1% with a mortgage) against 55.6% across Merton, with 28.4% renting privately and 21.0% in social housing.
The efficiency case is there to be made. In the Mitcham and Morden constituency 55.8% of homes carry an EPC of D or worse — a shade above the 54.1% national figure — and 21.3% of households are in fuel poverty against 17.9% nationally, so for many older terraces loft insulation and draught-proofing belong in the same conversation as panels. Heritage adds two areas to check. The Mitcham Cricket Green conservation area, designated in 1968 and extended in 1990, 2007 and 2013, covers about 0.52 km² from the parish church to the edge of the Common — Lower Green, Cricket Green, Cranmer Green, Three Kings Piece, Mitcham Park and Mitcham Garden Village — and its roofs are plain clay tiles, pantiles and Welsh slate, with many older buildings carrying double-pitched 'London' roofs and a central valley gutter that needs a different mounting approach from a simple pitched roof. The Wandle Valley conservation area (November 1990, extended April 2000) reaches Lower Mitcham around Watermeads, Grove Mill and the Grade II-listed former Mitcham Station. Under the current permitted-development rules (GPDO 2015 Schedule 2 Part 14 Class A, as amended from 27 August 2026) the conservation-area restriction for a house bites only on panels installed on a wall, balcony or roof enclosure that fronts a highway; a flat-roof array in a conservation area needs a prior-approval determination first; and Class A does not apply at all to a listed building or a building in its curtilage, so consent is always needed there. One warning: the Article 4 direction that covers homes across the Mitcham wards is about converting houses into HMOs and has nothing to do with solar — though Merton's Cricket Green management plan does record an intention to bring roof coverings under an Article 4 when resources allow, so check the position for your street before you sign anything.
What London Borough of Merton is doing
Merton's climate position is well documented: a climate emergency declared on 10 July 2019, a Climate Strategy and Action Plan approved on 18 November 2020, net zero for the council's own operations by 2030 and for the borough by 2050, and the finding that energy used to heat and power buildings makes up around 81% of Merton's emissions — with roughly 98% of the total outside the council's direct control, which is a polite way of saying that rooftops like yours are where the work happens. The plan is now in its sixth year of delivery. Mitcham has its own chapter in the Local Plan adopted on 20 November 2024: the town is a District Centre, and the chapter's objective for the area is to 'champion sustainable design in future developments to contribute to Merton's net-zero carbon target by 2050'. The same chapter backs the regeneration of the Eastfields and Ravensbury estates under the Estates Local Plan 2018, new homes at Benedict's Wharf on Hallowfield Way and at Tamworth Lane, regeneration plans for Pollards Hill, and the cleared Mitcham Gasworks site on Western Road as allocation Mi16 — new apartments, in the plan's words, 'providing a contrast to the surrounding terraces and semi-detached houses'.
On group-buying, be careful with what you read. Merton has taken part in Solar Together London since its early phases — the council launched phase two to residents in June 2018, alongside the Mayor of London and ten other boroughs — and the Mayor's scheme reports over 3,000 London homes fitted across what it now describes as its fifth phase. But the programme has rebranded as Switch Together, and on 14 September 2026 its Merton page said plainly that it is 'not active in your area yet' and invited residents to register interest. The GLA's own page adds that one installation company under the scheme failed, leaving some customers chasing refunds or unfinished installs. So there is no live council-backed discount to point you at in Mitcham today; if a round reopens, compare its offer against an independent quote on identical specification — panel count, inverter, battery, warranty — rather than on the headline price. Planning questions on the Cricket Green and Wandle Valley conservation areas go to Merton's planning service, and with 28.4% of Mitcham households renting privately, a tenant's first call is to the landlord, not the installer.
What solar costs on a Mitcham home
The honest national anchor is the Energy Saving Trust's: a typical domestic system is around 4.5 kWp — roughly around 12 panels over 20 to 30m² of roof — and costs around £7,600 installed. On their payback table, with export payments and fuel prices as of July 2026, London homes sit at about 9 years. Mitcham is more terraced and more flatted than Merton as a whole — 39.9% terraced and 30.4% purpose-built flats across the six Mitcham wards (Census 2021) — so many roofs take a smaller single-slope array than the typical twelve-panel system, and a flat needs freeholder or housing-association consent before cost is the question.
Two things move that number for everyone. Residential installations carry 0% VAT until 31 March 2027, reverting to 5% from 1 April 2027. And export payments under the Smart Export Guarantee are set by each supplier and must be above zero — they change on short notice, which is why we never print one. When we'd tell you not to fit solar in Mitcham
A persistently shaded roof, a slope that faces mostly north, a listed building where consent will not carry the fixings, or a home whose daytime usage is so low that almost everything would be exported at a supplier-set rate — in those cases we will say so at the survey rather than sell you a system that under-delivers. Fabric-first improvements sometimes beat panels as the first spend, and we would rather tell you that than not.

What a Mitcham roof actually generates
Rather than quote a generic yield, we ran the European Commission's PVGIS 5.3 (European Commission Joint Research Centre) for Mitcham itself. A 4 kWp array at 35° facing due south, with 14% system losses, is estimated at about 3,983 kWh a year — around 996 kWh per kWp — with a year-to-year variation of roughly ±159 kWh (PVGIS-SARAH3, 2005–2023). East- or west-facing slopes generate less, and shading changes the answer more than the town does; that is exactly what the survey measures.

Two conservation areas reach into Mitcham. Mitcham Cricket Green — designated in 1968 and extended in 1990 (John's Place, Mitcham Garden Village, part of Mitcham Park), July 2007 (379–393 London Road, 2–3 Linden Place) and July 2013 (Glebe Court) — covers about 0.52 km² from the parish church to the edge of the Common across six character areas (Church Road, Cricket Green, Cranmer Green, Three Kings Piece, Mitcham Park, Mitcham Garden Village); its appraisal records cricket on the Green from as early as 1707, roofs of plain clay tiles, pantiles and Welsh slate with many double-pitched 'London' roofs and central valley gutters, seven listed and nine locally listed buildings in the Lower Green sub-area alone, and a stated intention to make an Article 4 Direction over roof coverings and similar works 'when resources become available'. None of Merton's Article 4 Directions concerns solar panels or roof coverings. The one that covers homes across the Mitcham wards — an immediate direction over Colliers Wood, Cricket Green, Figge's Marsh, Graveney, Lavender Fields, Longthornton and Pollards Hill, in force 17 November 2022 and confirmed 19 April 2023 — removes permitted development rights only for converting homes (Use Class C3) into small houses in multiple occupation (Use Class C4); a separate, older direction over employment areas including the Willow Lane industrial estate concerns office-to-residential conversions and does not touch houses. Roof-mounted solar on a house in those wards remains permitted development in the normal way, subject to the conservation-area and listed-building rules.

Solar is being built into Mitcham's newest homes: Clarion Housing Group's regeneration of the Eastfields Estate will deliver around 800 homes around a new public park, and the Phase 1C block topped out in June 2026 — 77 homes (52 flats and maisonettes, 25 houses) for existing Clarion tenants and resident homeowners, due summer 2027 — will, in Clarion's words, all be 'fossil fuel-free, with air source heat pumps and photovoltaic panels'. Which electricity network handles solar connections in CR4?
Mitcham sits in UK Power Networks territory — UKPN owns and maintains the electricity network across London, the South East and the East of England — so the paperwork for connecting a solar and battery system in CR4 goes to UKPN: for systems of up to 3.68 kW (16 A) per phase the installer submits a G98 commissioning notification within 28 days of switch-on; above that a G99 application is assessed by the network operator before the system is installed. It is worth knowing because SSEN, which serves central southern England further west, has its own process.
