Ewell takes its name from the Old English for a river spring, and the springs are still there: the Hogsmill rises in the pond in Bourne Hall park and in the adjoining Dipping Place, facing the junction of Spring Street and London Road, before flowing north-west to join the Thames at Kingston. Henry VIII began building Nonsuch Palace just east of the village in 1538, destroying the settlement of Cuddington to make room for it; the palace was demolished soon after 1682, and Nonsuch Park is now managed jointly by Epsom & Ewell and Sutton councils. Around the old centre sit 1930s estates such as Stoneleigh, which grew up around a station opened in 1932, and the gated streets of Ewell Downs. Across Ewell's five census wards — Ewell, Ewell Court, Nonsuch, Ruxley and West Ewell — 65.1% of the 11,813 households counted in 2021 lived in a detached or semi-detached house and 79.3% owned their home, both higher than across the borough, so most households here are deciding about a roof of their own. The averages hide real differences: 83.6% of households in Nonsuch ward live in detached houses, while 29.3% of households in Ewell ward live in purpose-built flats, where the freeholder's agreement usually comes first. An honest solar panel survey in Ewell starts with those questions — whose roof it is, which way it faces, and whether it sits in one of Ewell's three conservation areas or belongs to a listed building — and it should end in a plain no when the roof is wrong.
Solar on Ewell's housing
Summing the five wards, Census 2021 counts 11,813 households: 32.5% in detached houses (3,834) against 26.4% across Epsom and Ewell, 32.6% in semis (3,852) against 34.9%, 13.2% in terraces (1,559), level with the borough, and 18.1% in purpose-built flats (2,142) against 20.9%. Ownership runs higher too: 79.3% of households own their home, 39.2% outright and 40.1% with a mortgage or loan, against 74.0% borough-wide, while 12.0% rent privately (16.1% across the borough) and 7.8% rent from a social landlord (8.8%). Ward by ward the stock splits clearly. Nonsuch, which takes in the Ewell Downs Road and Higher Green estates, is 83.6% detached and 91.7% owner-occupied; Ewell Court is 54.0% semi-detached, with 49.2% of households owning outright; West Ewell is 53.9% semis and 22.5% terraces; Ewell ward mixes 29.8% detached houses with 29.3% purpose-built flats and 20.7% private renting; and Ruxley is 34.4% purpose-built flats, with 17.0% of households renting socially. Next door, the Stoneleigh and Auriol wards are 76.3% semi-detached (2,517 of 3,300 households) and 88.3% owner-occupied.
Heritage constraints here are concentrated rather than widespread. Ewell Village Conservation Area was designated on 13 June 1972, with its boundaries altered in 1989 and 1994, and runs through five character areas from Kingston Road, the mills and Bourne Hall to London Road and Church Street, the village centre, Ewell West station and Epsom Road. The council's appraisal describes weather-boarded cottages with slated or tiled roofs, handmade clay peg tiles on the steep roofs of the earliest timber-framed buildings, and cheaper Welsh slate at lower pitches once the railways arrived. The government's planning data places 79 listed building entries inside the boundary, every one Grade II, among them the Church of St Mary the Virgin, Ewell Castle, Glyn House, the station at Ewell West and Bourne Hall; the early 15th-century tower of the old church in Church Street is a scheduled monument. About a kilometre south of the village, the Ewell Downs Road Conservation Area was developed from the late 1920s by a local builder, Ernest Harwood, to designs by the Epsom architects Pettett and Gardner, with steeply pitched tiled roofs and gates that keep out through traffic; its January 2009 appraisal counted 73 houses on Ewell Downs Road and 79 on The Green, found no listed or locally listed buildings, and noted that some trees carry individual Tree Preservation Orders. The adjoining street, Higher Green, was developed in a similar way and is a conservation area too.
What Epsom and Ewell Borough Council is doing
The council's most visible climate work in Ewell is at Bourne Hall, the Grade II-listed library and social centre in the park where the Hogsmill rises, which uses more energy than any other council building. In December 2024 the council said it had recently installed a 52.2 kWp solar array on the roof, which it expects to generate 45,000 kWh of electricity, a quarter of the building's electricity use, and to save more than nine tonnes of carbon a year. In 2025 all 290 of the building's windows were replaced with double glazing that includes a solar glaze, with an expected gas saving of over 100,000 kWh a year, and a heat decarbonisation plan completed in early 2025 has fed a business case and capital bid to replace the heating system. The council's January 2026 progress update also records 2025 feasibility studies for solar and battery systems at the Nonsuch Mansion garages, the Harrier Centre and Auriol Pavilion. None of that changes the rules for your own house, but it does mean a listed late-1960s building in the Ewell Village conservation area now carries solar panels.
For a house anywhere in Ewell, roof panels are normally permitted development under Class A of Part 14 of the General Permitted Development Order 2015, as amended from 27 August 2026: on a pitched roof they must not protrude more than 0.2 m beyond the slope or sit higher than the highest part of the roof, and they should be sited, so far as practicable, to minimise their effect on the building's appearance and the area's amenity. In the Ewell Village, Ewell Downs Road/The Green and Higher Green/Longdown Lane North conservation areas that right is lost only for panels on a wall, balcony or roof enclosure fronting a highway, a flat-roof array needs a prior approval determination before work starts, and a listed house has no Class A rights. All three areas also carry Article 4 directions dated 3 February 2000, and the Ewell Village direction removes permitted development for roof alterations to a slope fronting a highway, private road or open space. The roof-alteration right those directions address, today's Part 1 Class C, expressly excludes solar equipment, which falls under Part 14 instead, but the directions were made under the older 1995 Order, so ask the council to confirm before designing an array for a street-facing slope. On group buying, the council says it has supported four rounds of Solar Together and still invites residents to leave their details about group-buying solar panels; the scheme now trades as Switch Together, and when we checked on 17 September 2026 its Epsom and Ewell pages invited registrations and offered a postcode search for active schemes but named no round, deadline or installation dates.
What solar costs on a Ewell home
The honest national anchor is the Energy Saving Trust's: a typical domestic system is around 4.5 kWp — roughly around 12 panels over 20 to 30m² of roof — and costs around £7,600 installed. On their payback table, with export payments and fuel prices as of July 2026, London homes sit at about 9 years. Ewell's five wards are 32.5% detached and 32.6% semi-detached at Census 2021, with Nonsuch ward alone 83.6% detached, so many roofs here can take the typical twelve-panel system, while the 18.1% of households in purpose-built flats need the freeholder's agreement before cost is even the question.
Two things move that number for everyone. Residential installations carry 0% VAT until 31 March 2027, reverting to 5% from 1 April 2027. And export payments under the Smart Export Guarantee are set by each supplier and must be above zero — they change on short notice, which is why we never print one. A quote should itemise the panels, inverter, mounting, scaffolding, labour, commissioning, warranties and the DNO notification, so you can see what the total is made of — ours does, and it comes from a survey of your actual roof and usage, not from a table.

When we'd tell you not to fit solar in Ewell
A persistently shaded roof, a slope that faces mostly north, a listed building where consent will not carry the fixings, or a home whose daytime usage is so low that almost everything would be exported at a supplier-set rate — in those cases we will say so at the survey rather than sell you a system that under-delivers. Fabric-first improvements sometimes beat panels as the first spend, and we would rather tell you that than not.
Whoever you use, check the registers yourself: HCE is NAPIT member 73495 and an HIES Consumer Code member (HCE/A/1392), with MCS certification for solar PV via NAPIT — the certification an MCS-certified install needs for Smart Export Guarantee payments.
What a Ewell roof actually generates
Rather than quote a generic yield, we ran the European Commission's PVGIS 5.3 (European Commission Joint Research Centre) for Ewell itself. A 4 kWp array at 35° facing due south, with 14% system losses, is estimated at about 3,966 kWh a year — around 991 kWh per kWp — with a year-to-year variation of roughly ±155 kWh (PVGIS-SARAH3, 2005–2023). East- or west-facing slopes generate less, and shading changes the answer more than the town does; that is exactly what the survey measures.

Stoneleigh station opened in 1932 and, as on most new 1930s suburban estates, the station sat at the centre of the new estate; by November 1933 the first block of some 18 shops had been completed, and building on the Ewell Court Estate had begun somewhat earlier. At Census 2021 the Stoneleigh and Auriol wards had 8,871 residents in 3,300 households, 76.3% of them in semi-detached houses and 88.3% owner-occupied.

The government's planning data places 79 listed building entries within the Ewell Village Conservation Area boundary, every one Grade II, including the Church of St Mary the Virgin, Ewell Castle, Glyn House, West Ewell railway station and Bourne Hall Library and Social Centre. The council's Article 4 directions for the Ewell Village, The Green/Ewell Downs Road and Higher Green/Longdown Lane North conservation areas are dated 3 February 2000. The Ewell Village direction removes permitted development for alterations to a roof slope which fronts a highway, private road or open space, front porches, hard surfaces, and front gates, fences and walls and their demolition. It does not mention solar panels, and the current Part 1 Class C roof-alteration right expressly excludes solar photovoltaic and solar thermal equipment.

Henry VIII started building Nonsuch Palace in 1538 just east of Ewell, destroying the settlement of Cuddington to make room, and the palace was demolished soon after 1682. Since the 1930s the freehold of much of Nonsuch Park has been owned by Surrey County Council and managed jointly by Epsom & Ewell Borough Council and the London Borough of Sutton; in 2008 the county granted the two councils a long lease. Nonsuch Park House, at the centre of the park, is listed Grade II*.

Bourne Hall Library and Social Centre was built in 1967–70 to designs by A.G. Sheppard Fidler and Associates on the site of the 18th-century Garbrand Hall, and was officially opened on 17 April 1970; its dome is 42.6 m in diameter, and Historic England listed it Grade II on 30 April 2015, citing a design notable for its space-age flair.

UK Power Networks' own licence-boundary data places Ewell in its South Eastern (SPN) licence area, and the company says it owns and maintains the electricity network across London, the South East and the East of England. MCS guidance says a fully type-tested system of up to 16 A per phase is notified within 28 days of commissioning under G98, while a larger one needs permission to connect first under G99.

Do I need planning permission for solar panels in Ewell's conservation areas?
Usually not for a house, but parts of Ewell need extra checks first. Roof panels on a house are permitted development under Part 14 Class A of the General Permitted Development Order, as amended from 27 August 2026, provided they protrude no more than 0.2 m from a pitched roof and do not rise above its highest part. In the Ewell Village, Ewell Downs Road/The Green and Higher Green/Longdown Lane North conservation areas, the extra restriction applies only to panels on a wall, balcony or roof enclosure that fronts a highway, not to roof slopes, although a flat-roof array needs a prior approval determination first. Two further checks matter here. A listed house has no Class A rights, and the government's planning data shows 79 listed entries, all Grade II, inside the Ewell Village conservation area alone. And all three conservation areas carry Article 4 directions from February 2000; Ewell Village's covers alterations to roof slopes fronting a highway, private road or open space. Those directions do not name solar, and today's roof-alteration class excludes solar equipment, but ask Epsom and Ewell Borough Council to confirm before designing an array for a street-facing slope.
Which electricity network handles solar connections in Ewell?
UK Power Networks. Its own licence-boundary data places Ewell in its South Eastern licence area, and it describes itself as owning and maintaining the network across London, the South East and the East of England. For a type-tested system of up to 16 A per phase (3.68 kW on a single-phase supply), counting any battery inverter alongside the solar, the installer notifies UK Power Networks under G98 within 28 days of commissioning; above that, a G99 application goes to UK Power Networks and connection waits for its approval. The paperwork is the installer's job, not yours, but it is worth asking for confirmation that it has been submitted.
Is a 1930s semi in Stoneleigh or Ewell Court a good candidate for solar?
Often, and the planning side is usually simple. Stoneleigh grew up around its station after it opened in 1932, and building on the Ewell Court Estate had begun somewhat earlier. At the 2021 Census 75.8% of households in Stoneleigh ward, 76.8% in Auriol and 54.0% in Ewell Court lived in semi-detached houses, and owner-occupation was high — 88.4% in Stoneleigh, 88.1% in Auriol and 87.5% in Ewell Court — so most households can decide for themselves. Unless a house is listed or sits in one of Ewell's three conservation areas, it normally relies on ordinary permitted development: panels no more than 0.2 m proud of the slope, nothing above the highest part of the roof, and sited so far as practicable to limit their effect on the building's appearance. What settles it is the roof. The Energy Saving Trust puts a typical 4.5 kWp system at around 12 panels over 20 to 30 square metres, says east- or west-facing panels tend to produce around 15–20% less than south-facing ones, and does not recommend north-facing roofs. If your usable slope faces north or sits in heavy shade, the honest answer may be no.
What do solar panels cost for a home in Ewell?

In the Ewell Village and Ewell Downs Road conservation areas, the Article 4 position on a street-facing slope, or the need for listed building consent, can also steer a design towards a rear slope. A survey of your own roof and electricity use is what turns the national figure into a quote.
How much electricity would solar panels generate in Ewell?
