Different roofs, one common thread: larger family homes with the energy bills to match, which is exactly where solar earns its keep.

Why solar works in Berkshire
Start with the light. Berkshire keeps one of the longest local weather records in Britain — the University of Reading’s Atmospheric Observatory at Whiteknights has logged daily readings since 1908 — and its 1991–2020 average comes out at 1,567 hours of sunshine a year, comfortably above the UK’s roughly 1,400. That’s an in-county figure, measured in Berkshire rather than borrowed from a coastal station, and it’s more than enough for a well-designed array. No honest installer will call anywhere in Britain a sun-trap; what the number confirms is that the raw resource is here.
Berkshire’s six unitary authorities housed around 949,700 people at the 2021 Census, across roughly 1,262 km² of the Thames Valley, and the stock leans towards the kind of homes solar likes. Wokingham has more than seven in ten households in detached or semi-detached houses; Maidenhead and Windsor are around two-thirds owner-occupied. The honest caveats are local too — Reading’s more heavily rented Victorian terraces need a landlord’s agreement and careful siting, and the flats that make up a third of Windsor’s stock need freeholder consent — which is why we survey properly rather than quote from a satellite photo.
The direction of travel is clear. Reading, Wokingham, Bracknell Forest and Windsor & Maidenhead have each declared a climate emergency, with net-zero targets ranging from Reading’s borough-wide 2030 goal — one of the earliest of any UK council, twenty years ahead of the national deadline — through to 2050 at the Royal Borough. Five of the six councils also jointly run the group-buying scheme now branded Switch Together Berkshire (formerly Solar Together Berkshire), in which vetted installers bid in a reverse auction; Wokingham alone had fitted panels on nearly 300 homes through it by late 2024, the highest of any Berkshire authority. You don’t need to wait for a scheme round to open, though — HCE quotes independently, whenever suits you.
Two practical points round out the county picture. Every solar-and-battery connection in Berkshire is notified to the same network operator — SSEN, whose registered office happens to sit at No.1 Forbury Place in central Reading — so the grid paperwork works the same wherever you are. And Berkshire isn’t all Thames Valley suburbia: the North Wessex Downs National Landscape covers around three-quarters of rural West Berkshire, and roughly 30% of Newbury households are off the mains gas grid, many heating with oil or LPG — the homes where self-generated electricity displaces the dearest fuel of all.
If you want proof the county already backs solar, look up. Wokingham Borough Council is building its own 43,000-panel Barkham Solar Farm, Reading Community Energy Society runs 23 rooftop arrays, Maidenhead’s MaidEnergy co-op has installed 645 kW since 2010, Ascot Racecourse fitted more than 1,200 panels along its Grandstand in 2026 — and even Windsor Castle took its first solar panels in 2024. When the most scrutinised roofs in Berkshire carry an array, the question for your home isn’t whether solar belongs here, but whether it suits your particular roof.

Do I need planning permission for solar panels in Berkshire?
Usually not — most domestic rooftop solar in England is permitted development, provided the panels sit within set limits (for instance, projecting no more than 0.2m from the roof slope). Berkshire has pockets where extra care is needed, though. The Royal Borough of Windsor and Maidenhead alone has 27 conservation areas — several covering central Windsor, with an Article 4 direction in the town centre — while Reading has 15, Wokingham 16 and Bracknell Forest 6. In a conservation area, panels can’t be mounted on a wall fronting a highway, and listed buildings always need listed building consent whatever the location. Your unitary council confirms the position for your address, and we flag any planning question we spot at survey stage.
Is my Berkshire home actually suitable?
Most are, but not all — and we’d rather rule yours out early than install something that underperforms. Berkshire’s stock is favourable on the whole: Wokingham has over 70% of households in detached or semi-detached houses, and Maidenhead and Windsor are roughly two-thirds owner-occupied, so decent roof area and the authority to use it often arrive together. The complications are local — Reading’s heavily rented Victorian terraces need a landlord’s agreement and careful siting, the flats that make up about a third of Windsor’s SL4 stock need freeholder consent, and an older roof covering occasionally needs attention before panels go on. A survey settles it either way.
Is there VAT on solar panels?
No — domestic installations of solar panels and batteries are zero-rated for VAT in Great Britain until 31 March 2027, under the government’s energy-saving materials relief. That’s a meaningful saving on a four-figure purchase, and it applies automatically through your installer; there’s nothing to claim. After that date the relief is set to revert to 5%, so the current window is genuinely time-limited — but it’s a real, dated fact rather than a sales deadline.
How much could a Berkshire household save?
It depends on your usage, roof and tariff — a self-generated unit of electricity is a unit you don’t buy, and exported surplus earns money through the Smart Export Guarantee. Larger Berkshire homes with daytime usage (home workers, heat pumps, EVs) tend to see the strongest returns, and self-consumption — using your generation as it happens, often with a battery — usually moves payback more than panel count does.
