What Runnymede Borough Council is doing
Runnymede Borough Council declared a climate emergency at Full Council on 7 December 2023, committing to net zero carbon from its own operations by 2030 and to supporting the borough towards the national 2050 target under its Climate Change Strategy. It has backed that with delivery rather than slogans. A £2.5 million Social Housing Decarbonisation Fund programme — a £1.25m government grant plus £1.28m of council funds — is fitting solar panels, external wall insulation and cavity wall insulation to almost 170 sub-Band-C council homes, with average tenant savings estimated at £473 a year; and a single MCS-certified programme put solar PV on 200 occupied council homes in a three-month window, 608kWp in total at 3.04kWp per property, with projected lifetime bill savings of £1.07 million. If solar stacks up on the borough's ordinary housing stock, it is hardly a stretch on Virginia Water's.
The village also now has its own planning voice. The Virginia Water Neighbourhood Plan 2024–2035 went to referendum on 7 May 2026 and passed with 97.58% of votes in favour — 1,779 to 44 — before Runnymede formally adopted it on 3 June 2026. It carries a high-quality-design policy supported by a village-specific Design Code and forms part of the statutory development plan, so where a solar proposal does need a planning application, how the array sits on the roof will be weighed alongside whether it works.
