The constraints are specific and worth checking early. Walton has two conservation areas — Walton (Church Street/Bridge Street, designated 1974, including the Grade I listed Parish Church of St Mary) and Walton Riverside (designated 1975), both extended in April 2013. Within them, panels must not be fitted to a wall that fronts a highway, and there is no permitted development for panels on buildings within the grounds of a listed building. Elsewhere, roof solar is usually permitted development if panels sit no more than 200mm proud of a pitched roof, or no more than 600mm above a flat roof (a December 2023 rule). One in five Elmbridge homes is a purpose-built flat, where the freeholder's consent comes first. Green Belt covers 57% of the borough, but it surrounds the built-up Thames-side towns rather than covering them — and it doesn't remove householder permitted development rights for roof panels.
What Elmbridge Borough Council is doing
Elmbridge Borough Council declared a Climate Emergency in July 2019 and pledged to become a carbon-neutral organisation by 2030, with a stated aim of a carbon-neutral borough by 2050. Its Carbon Management and Reduction Plan 2030 was first published in September 2020 and last updated in July 2023, and since 2022 the council has been fitting solar panels to its own buildings — so the local authority is visibly backing the technology it's asking residents to consider.
For homeowners, the most practical scheme has been Solar Together Surrey — group buying managed by Surrey County Council in partnership with iChoosr. The most recent round registered households from 16 June to 29 August 2025, free and with no obligation, with installations scheduled to complete by March 2026. That round is now closed; rounds run periodically, so check surreycc.gov.uk for the next one. There is no Elmbridge council grant for household solar, and we won't pretend otherwise. An independent quote stands on its own either way — if a group-buying round opens, use ours as the comparison point.

When we'd tell you not to fit solar in Walton-on-Thames
