Warm Homes Loan Scheme: Solar Panels & Batteries in Barnet & North London
How the Warm Homes Loan Scheme works for solar panels and home batteries, who can apply, what it covers, and how to get the MCS installation quote a lender will ask for.
MCS certified for solar PV and batteries · NAPIT registered · HIES Consumer Code member
The Warm Homes Loan Scheme lets homeowners borrow to pay for energy upgrades, including solar panels and home batteries, from lenders taking part in the scheme. The government published its factsheet on the scheme on 27 October 2026, with ten lenders initially offering loans, and the scheme covers the whole UK, so a home in Barnet, Finchley or Edgware can use it in the same way as a home in Bedford or Luton.
HCE is not a lender or credit broker and does not arrange the loan. Home Comfort Enterprises is a private installer, MCS-certified for solar PV and battery storage, and has no role in running the scheme. You choose a lender from the GOV.UK list of Warm Homes Loan lenders and apply to it yourself. Our part is the survey, the itemised written quotation and the installation.

Who can use the Warm Homes Loan Scheme in North London
GOV.UK sets three conditions: you must own the property, with or without a mortgage; it must be in the UK; and it must be a home, not a commercial building. The scheme rules add that lenders lend to owner-occupiers and to private landlords, on a personal basis, and that the scheme sets no income threshold. Each lender then makes its own decision, with a credit check and an affordability assessment, and may add conditions of its own, such as asking for an Energy Performance Certificate.
Ownership matters locally because it decides who can borrow against the roof. At the 2021 Census, 67.6% of households in High Barnet ward owned their home, against 52.7% across the borough of Barnet, where 36.6% of households live in purpose-built flats. In a flat, the roof is usually not yours alone to borrow against. If you rent, the decision about panels or a battery sits with your landlord. If you are on a low income, check first whether the council-run Warm Homes: Local Grant could fund the work instead; our solar panel grants in North London page explains how that grant is run across the boroughs.
What the loan covers for solar panels and a battery
The scheme rules cap the loan at £15,000 for solar panels and £15,000 for a battery, and a battery can be funded on its own or alongside panels. A typical solar quotation is expected to include the necessary extras, such as scaffolding, safety equipment and the grid connection. An EV charger can be added only as part of a solar or battery installation, never on its own.
- Not covered: insulation, windows and doors, and roof repairs or structural work needed before panels can be fitted.
- Not twice: GOV.UK says you cannot use a Warm Homes Loan and other government funding to pay for the same improvement.
- Keep the paperwork: the quotation, the finance agreement, the invoice, proof of purchase and the MCS certificate. GOV.UK says the work may be checked as part of an audit.
VAT is separate from the loan. Under HMRC’s rules, solar panels and batteries fitted to a home are zero-rated for VAT until 31 March 2027, then 5% from 1 April 2027, so the figure on your quotation is the figure you borrow against. Our guide to VAT on solar panels and batteries covers the details.
How to use the Warm Homes Loan with an MCS installer
- Get an MCS installation quote. Every eligible job except a heat network connection must be done by an MCS-certified installer. HCE appears on the MCS installer directory for solar PV and battery storage under certificate number NAP-73495, held via NAPIT.
- Choose a lender from the GOV.UK list. Rates and terms vary by lender — compare them on the GOV.UK lender list. The government’s factsheet notes that some lenders work only with particular installers, while others let you choose any MCS-certified installer, so ask your lender which applies before you commit.
- Apply to the lender. The lender carries out its normal credit, affordability and eligibility checks and asks for the documents it needs, including the quotation.
- Install, then keep the records. Once the loan is agreed and the system is fitted, keep the quotation, agreement, invoice and MCS certificate together.
Warm Homes Loan scams: what to watch for
The government and lenders never cold-call to sell Warm Homes Loans or charge a fee to apply. If someone phones, knocks or messages offering to “secure” a loan or a place in the scheme for a fee, do not pay. Find the lender yourself from the GOV.UK list, and check any installer on the MCS directory before you sign. We are NAPIT member 73495 and HIES Consumer Code member HCE/A/1392, and you can check both registers.

Solar and battery quotes in Barnet, Finchley and Bedfordshire
We quote across North London, from Barnet and Finchley to Edgware, and in Bedfordshire, including Bedford and Luton. For a sense of scale, PVGIS, the European Commission’s solar model, gives an unshaded 4 kWp roof at 4 kWp, 35° tilt, due south, 14% system losses, building-mounted about 3,959 kWh a year in Barnet, 3,952 in Finchley, 3,999 in Bedford and 3,971 in Luton. Your own figure depends on your roof’s direction and shading, which is what the survey measures.
On price, the Energy Saving Trust puts a typical 4.5 kWp system of around 12 panels at around £7,600 installed; that is a national figure, not our quotation. Local detail is on solar panel cost in North London and solar panels across North London, and if a battery is part of the plan, battery storage in Barnet explains how one is sized. The battery systems in our own job photos are EnSmart. For what the loan will and will not pay for on a solar and battery job, read what a Warm Homes Loan can pay for.

Warm Homes Loan Scheme: your questions
Does HCE arrange the Warm Homes Loan?
No. HCE is not a lender or credit broker and does not arrange the loan. You choose a lender from the GOV.UK list and apply to it directly; the lender runs its own credit and affordability checks and decides. What we provide is the MCS-certified installation and the itemised written quotation that a lender will ask to see.
Can I use the Warm Homes Loan Scheme for solar panels and a battery in Barnet?
Yes, if you own the home and a lender approves you. The scheme is UK-wide, so a Barnet, Finchley or Edgware address is treated the same as anywhere else. The rules cap the loan at £15,000 for solar panels and £15,000 for a battery, and the work has to be done by an MCS-certified installer. HCE is MCS-certified for solar PV and battery storage, with certification held via NAPIT.
Is there an income limit?
No. The scheme rules set no income threshold. Instead, each lender checks whether the loan is affordable for you and runs a credit check, and lenders can add their own conditions, such as asking for an Energy Performance Certificate.
Can landlords use it?
The scheme rules allow lending to owner-occupiers and to private landlords, on a personal lending basis, and GOV.UK says you must own the property you are applying for. Ask the lender how its own product treats a rented-out home.
What does it cost to borrow?
Rates and terms vary by lender — compare them on the GOV.UK lender list. Look at the total amount repayable, how long you will be paying, and any monthly fees, not only the monthly payment. We do not quote loan rates.
Does it cover an EV charger or insulation?
An EV charger can be included only as part of a solar panel or battery installation, never on its own. Insulation is not covered, and the scheme will not pay for roof repairs needed before panels go on.
Does HCE quote heat pumps under the scheme?
No. The scheme also covers heat pumps, but HCE’s MCS certificate covers solar PV and battery storage, so those are the only technologies we quote for a Warm Homes Loan.
